Overview

• Directed the ICRC's largest Economic Security and Food Security programme in West Africa (May 2014 – May 2017): a USD 24 million humanitarian and resilience portfolio spanning northern and central Mali.
• Delivered integrated emergency food assistance, agricultural recovery, livestock support, cash and voucher assistance (CVA), microeconomic initiatives and resilience programming benefiting more than 850,000 conflict-affected people.
• Directed large-scale agricultural recovery and resilience interventions, including rehabilitation of strategic irrigation infrastructure, strengthening of community cereal banks, livestock recovery and market-based livelihood initiatives — leading one of the organization's largest multidisciplinary Economic Security teams (6 technical experts, 21+ field officers).

Overview

• As Economic Security Coordinator in Sana'a (February 2012 – August 2013), defined the Economic Security/Food Security strategic framework for Yemen and directed relief, agricultural, livestock and productive interventions.
• Programming included microeconomic initiatives and a cash transfer programme benefiting 260,000 people, delivered through a team of 4 technical experts and more than 16 field officers under demanding operating conditions.
• Built external partnerships with FAO and WFP for emergency response, including oversight of the ICRC–WFP transfer agreement, and translated ongoing assessment and analysis into strategic programme orientation.

• As Senior Agronomist / Economic Security Coordinator in Harare (January 2009 – June 2010), directed the design, planning, implementation, monitoring and evaluation of Economic Security/Food Security programmes, delivering assistance to 80,000 people.
• Led food supply chain assessments in places of detention in close coordination with the Protection department, conducting initial assessments of prison farms that shaped the delegation's detention-agriculture strategy.
• Built and sustained external partnerships with FAO and WFP for emergency response, including oversight of the ICRC–WFP transfer agreement.

• Designed a humanitarian-to-development transition model in Niger with the ICRC, Grameen Foundation and Crédit Agricole du Niger, enabling emergency cash transfer recipients to access sustainable rural credit and savings mechanisms.
• Designed and scaled community cereal banks across Niger, Mali and West Africa, strengthening local food security systems and household access to grain-backed credit during production deficits.
• Established fodder banks across West Africa for vulnerable pastoral and agro-pastoral households, and developed revolving credit and savings mechanisms in Asia, including Yemen and Afghanistan, expanding access to agricultural finance for conflict-affected rural households.

• Led or contributed to more than 70 strategic assessments, independent programme evaluations, baseline studies, market assessments, resilience analyses and rapid needs assessments across 15+ countries in Africa, the Middle East and South Asia, on behalf of ICRC, FAO, WFP, IFAD and government partners.
• Applied mixed-method evaluation approaches — document review, Key Informant Interviews, Focus Group Discussions, household surveys, market systems and value chain analysis — in line with OECD-DAC criteria, Theory of Change and Results-Based Management (RBM) frameworks.
• Selected assignments include the Final Evaluation of Market Gardening Interventions (Casamance, Senegal), Review of Agricultural Interventions Among Rice Farmers' Cooperatives (Mopti, Timbuktu & Gao, Mali), Rapid Assessment of Kanem (Chad, 2022), and the Agricultural Strategic Plan 2022–2025 (Burkina Faso).
